Where
In the rail under People, Announcements: "One message from the team, sent to the members you choose. Every send is kept here." Columns: Subject, Audience, Reached, Sent By, Sent.

Click New Announcement
Write the Subject and Body
The Preview pane shows the email as it will arrive.
Choose Who Gets It
Everyone, or Choose Who with Role (Founders, Supporters), Does (Mentor, Investor, Volunteer) and Region. Both options have a Lifecycle filter (Active, Paused, Dormant).
Click Send Me a Test
It arrives in your own inbox.
Click Send to {n} people, then Send
The number is the real audience, counted before you confirm.
Who Is Counted
Only members who have signed in at least once. Imported contacts and invited-but-not-joined people are never included, whatever the filters say. The count on the button is the truth.
After Sending
The announcement's own page shows the Recipients table (sent, failed, skipped) and the email as sent. Failed and skipped rows carry the reason. Every send is also in the email log.
Events Instead
If the message is about one event, do not announce it here. The event's own How People Hear About It setting emails the right audience, and a reminder follows automatically. See Events and Volunteers.
